Asharqia Chamber presents you with its best regards and informs you that it has received the letter of the Council of Saudi Chambers No. (42102563) dated (1/9/1442), referring to the letter of the Spending Efficiency Center No. (26143) dated (6/18/1442), Including the statement that the center has entered into a framework agreement for the supply of information technology devices, which will enable government agencies to purchase the products and attached items from the electronic market, starting from (1/31/2021). A guide for the user of the electronic market, Etimad. The center also notes what was mentioned in the first and second paragraphs of the Competition and Governmental Procurement Law, which stipulated the following:
It is not permissible for the government agency to secure the purchases or implement the works mentioned in the lists prepared by the competent authority for standardized procurement except through the framework agreements concluded by the competent authority for standardized procurement.
As an exception to the provision of Paragraph No. (1) of this Article, the government agency - after the approval of the competent authority for unified procurement - may carry out the works and secure the purchases mentioned in the lists under the provisions of the system.
It will not apply to existing contracts and agreements concluded by government agencies to secure the same purchases before the date (1/31/2021), and that every government agency that has entered into a contract or agreement will continue to implement the contract or agreement until its termination or termination.
Accordingly, the Council hopes that the concerned parties will start implementing the purchase orders (when needed) through the electronic marketplace, starting from the date referred to above.
